From 31 March 2026, the temporary NVIT scheme for Norwegian goods in transit will cease

All shipments with both departure and destination in Norway, but transported via Sweden or Finland, must be declared with a six‑digit HS code per product line from 1 April 2026.
The change is due to the implementation of phase 5 of the EU’s transit system NCTS (New Computerised Transit System) and Norway’s obligations under the Common Transit Convention.

The previous consolidated commodity code 54.02.53 can no longer be used. All NVIT goods information must be provided fully and correctly at item‑line level, and the declaration must include:

  • Six‑digit HS code
  • Goods description
  • Net weight and gross weight
  • Packaging information (package type, number of packages, and markings)

This applies to all goods transiting through the EU area – including shipments that are practically considered domestic, especially between Southern and Northern Norway.
 

Consequences for you as the cargo owner

Cargo owners ordering transport involving NVIT transit must ensure that all required goods information is provided when booking the shipment. This includes:

  • Six‑digit HS code per item line
  • Goods description
  • Net weight and gross weight
  • Packaging information (package type, number of packages, markings)

This often requires updates to internal systems and clearer information flow between sales, warehouse, and customs functions.

We recommend that all affected companies:

  • Identify which shipments fall under NVIT. Shipments to postal codes 9500–9999 are affected.
  • Check that HS codes are correctly registered for all relevant goods
  • Ensure that goods descriptions and weights are available at detailed level
  • Update internal routines for information sharing with the transport provider/freight forwarder

If these changes cause additional work and/or extra costs, these will be passed on.
